UIRS accessibility assessment
Description of the facility
The library is poorly accessible. The entrance to the library is located on the side façade and is accessible via a long external ramp. On the ground floor of the building, there are several facilities, including the children’s section of the library with a reading room, which has a separate entrance and an information desk. The adult section is located on the upper floor and is only accessible by stairs.
The maneuvering space in both sections is inadequate in certain areas. The gallery parts of the library are inaccessible to wheelchair users and pose a hazard to visually impaired persons due to unprotected stairs with open treads.
The restrooms on the ground floor (accessible through offices) are not adapted for wheelchair users. The building is equipped with contrasting markings (stairs, restrooms, door handles, passages).
Adaptations:
Mobility impaired:
- an adapted parking space is located near the entrance,
- the ramp at the main entrance is properly designed and allows independent use,
- the reception desks are height-adjusted.
Blind and visually impaired:
- the entrance to the building is not clearly recognizable but is marked,
- glass doors are contrast-marked,
- the reception desk window is contrast-marked,
- there are no sudden transitions from light to dark areas in the building,
- edges of stairs and level differences are contrast-marked,
- obstacles and hazardous objects are properly marked,
- the library offers adapted materials (audiobooks).
Deaf and hard of hearing:
- the reception desk is properly lit and allows lip reading and reading of facial expressions,
- the rooms are properly sound-insulated.
Deficiencies:
Mobility impaired:
- height differences inside are not properly bridged (access to the 1st floor and gallery sections),
- not enough maneuvering space in all interior areas,
- there is no elevator in the building,
- there are no adapted restrooms,
- the arrangement of bookshelves does not allow access for wheelchair users.
Blind and visually impaired:
- the library is divided into two sections, so the reception desks are not located near the entrance,
- stairs leading to the gallery sections of the library are hazardous.
Deaf and hard of hearing:
- the building is not equipped with a hearing loop.
