The document highlights that persons with disabilities, as EU citizens, must be able to enjoy the right to free movement and residence anywhere in the European Union on an equal basis.<\/p>\n\n\n\n<p><br>The Commission considers that the <strong>European Disability Card<\/strong> and the <strong>European Parking Card for Persons with Disabilities<\/strong> will make a significant contribution to improving mobility, inclusion, and the recognition of the rights of persons with disabilities across the EU, including third-country nationals who legally reside in Member States. A dedicated expert group will play an important role in supporting the implementation of the cards and ensuring coordination between countries.<\/p>\n\n\n\n<p><br>Despite the progress made, the Commission warns that numerous administrative barriers still remain, particularly regarding access to social rights and support services when moving from one Member State to another. One of the key challenges is the differences between countries in the definition and assessment of disability. Therefore, the Commission will encourage the exchange of good practices and mutual learning among Member States regarding disability assessment methods, with the aim of developing a more consistent understanding of disability across the EU.<\/p>\n\n\n\n<p><br>One of the key initiatives of the strategy is the flagship initiative <strong>\u201cEuropean Disability and Parking Cards in your (digital) wallet\u201d<\/strong>. Its aim is to ensure that all persons with disabilities in the EU have access to the cards in both physical and digital formats.<\/p>\n\n\n\n<p><br>The strategy foresees the introduction of <strong>QR codes<\/strong> on physical cards, additional security features to prevent fraud, and interoperability that will enable the easy use and verification of the cards in all Member States.
